Register decoder functions for ZTE CDR ASN.1 data.

Provides decoder functions for the usage type, usage subtype and status of an OSB Cdr.

A client using these decoders defines an instance of the structure somewhere in its implementation file.

• prZteDate: decode ZTE CDR date
• prZteTime: decode ZTE CDR time
• prZteDuration: decode ZTE CDR time to seconds
• prTonNpTbcd: 1st byte: TON, NP, other bytes: TBCD
• prCgi: decode CGI to MCC-MNC-LAC-CI
